A popover is a small non-modal panel anchored to a button, for a short form or extra details. These share popovers open from a button with aria-expanded, move focus into the panel, and close on Escape or a click outside, returning focus to the button. They follow the WAI-ARIA dialog pattern without trapping focus, in eight styles with light and dark tokens. Every example is an original design that comes with its HTML code and a DESIGN.md of colour, type and spacing tokens, in light and dark. Free to use and adapt.

A tooltip is a short text label that appears on hover or focus and holds nothing interactive. A popover opens on click, can hold buttons and fields, and stays open until it is dismissed.
No. A popover is non-modal, so people can Tab out of it; these examples close it when focus leaves. Use a modal dialog with a focus trap only when the rest of the page must wait.
