Two Funds, One Programme

A merger the General Assembly ordered.

UNDP, the United Nations Development Programme, is the UN agency tasked with helping countries reduce poverty and achieve sustainable growth and human development. It is based at the UN’s headquarters in New York. English Wikipedia says it has offices in 177 countries, and Spanish Wikipedia gives 178. English Wikipedia also says it is funded entirely by voluntary contributions from member states.

The programme began as a merger. The Expanded Programme of Technical Assistance was set up in 1949, and the Special Fund followed in December 1958. English Wikipedia dates UNDP’s founding to 22 November 1965; French Wikipedia says the General Assembly decided the merger in resolution 2029, with UNDP created on 1 January 1966. The stated reason, in the words quoted by English Wikipedia, was to “avoid duplication” of the two bodies’ activities.

The politics behind it were older. English Wikipedia describes a proposed Special United Nations Fund for Economic Development, known as SUNFED, backed by countries including the Nordic states and opposed by other developed countries, especially the United States, which preferred such funding to sit under the World Bank. The Special Fund was the compromise: it did not supply investment capital, but helped create the preconditions for private investment. The United States then proposed the International Development Association inside the World Bank, and in 1962 the UN’s Economic and Social Council asked the Secretary-General to weigh up merging the technical-assistance programmes.

Governance was part of the design. When UNDP was created, the General Assembly gave developing countries a simple majority of board seats, 19 to 17, English Wikipedia says. Its Executive Board now has 36 members elected by the Economic and Social Council through regional groups, and the Administrator takes part without a vote. The first Administrator was Paul G. Hoffman, former head of the Economic Cooperation Administration, which ran the Marshall Plan. Later holders include Mark Malloch Brown, Kemal Derviş and Achim Steiner; French Wikipedia records Helen Clark, who took office in April 2009, as the first woman in the post.

A report as a calling card.

The first Human Development Report appeared in 1990 and introduced, in the Human Development Report Office’s words, an approach about “expanding the richness of human life, rather than simply the richness of the economy in which human beings live.” English Wikipedia places the report’s introduction during the tenure of the Administrator William Draper, and says of the Human Development Index that it was developed by the Pakistani economist Mahbub ul-Haq. English Wikipedia says the index combines life expectancy, education and income per person to rank countries in four tiers. The 2010 report added an inequality-adjusted version.

The Office now also publishes thematic indices, including a global Multidimensional Poverty Index and a Gender Social Norms Index, on the same site.

The work itself is broad. English Wikipedia groups it under democratic governance, poverty reduction, crisis prevention and recovery, environment and energy, and HIV/AIDS. Its examples range from 45 multifunction platforms, diesel-driven units powering pumps and grain mills, sponsored in rural Mali between 1996 and 1998, to the Biodiversity Finance Initiative of 2012 and the biennial Equator Prize for indigenous community efforts. After most foreign aid to Afghanistan was suspended following the Taliban takeover, it says, UNDP took on funding for most essential health services there, including the salaries of more than 25,000 health workers. UNDP also runs global policy centres in Istanbul, Oslo, Seoul and Singapore.

Its name changes by language. In French it is the Programme des Nations unies pour le développement and in Spanish the Programa de las Naciones Unidas para el Desarrollo, both shortened to PNUD.

Its visual identity sits inside the UN’s. Flags of the World, the volunteer flag reference, quotes a UNDP public information officer writing in May 2008 that UNDP had no flag of its own and should fly or show the UN flag. A contributor recorded in July 2011 that it then appeared to have one: a UN-blue flag carrying its logo. A desk-flag version with the logo rotated was noted in August 2023. The UN’s name and emblem are themselves restricted under General Assembly resolution 92(I), as a July 2020 UNOPS instruction spells out, and that rule includes abbreviations of the UN’s name that use its initials.

Emblems, flags and field marks.

United Nations bodies share a family look that began with a single conference pin. The UN’s own emblem, a world map seen from the North Pole, was first set between crossed laurel branches and then between two olive branches, UN News recorded in 2009, and the General Assembly adopted a revised version in December 1946. Other bodies in the system have their own marks; English Wikipedia says the World Health Organization’s features the Rod of Asclepius, and it lists a family of agency flags derived from the UN’s.

Blue does much of the work. The UN Flag Code, issued in 1947 and amended in 1952, puts the white emblem on a blue field at fixed proportions, and the Code bars the flag from commercial use. On the ground the same marks appear on working equipment: UN News described the emblem on peacekeepers’ helmets, on helicopters and trucks carrying aid, and on leaflets. In refugee camps, English Wikipedia says, sleeping accommodation is frequently tents, prefabricated huts or dwellings built from local materials.

Paper is the other public face of these bodies. Reports, resolutions and flagship publications carry the name year after year: UNDP’s Human Development Report dates from 1990. Language is part of the system too. The UN’s six official languages are Arabic, Chinese, English, French, Russian and Spanish, and some bodies change their initials with the language, as UNDP does with PNUD in French and Spanish.

Use of these names and marks is restricted. General Assembly resolution 92(I) of 1946 prohibits use of the UN’s emblem, seal, name and initials without the Secretary-General’s authorisation, in particular for commercial purposes, a UNOPS instruction of 2020 explains. This guide therefore sets out what can be checked about each body’s founding, name and visual history, and reproduces no emblem, flag or logo.

UNDP

A reputation tested by audits.

UNDP has faced scrutiny over how its projects are run. English Wikipedia records criticism from staff and the Bush administration of the United States over irregularities in its finances in North Korea; UNDP denied keeping improper accounts.

One recent case began in Russia. Transparency International reported in September 2021 on a UNDP energy-standards project funded by the Global Environment Facility and run between 2010 and 2017. A confidential 2017 evaluation, it says, found no useful outputs or emissions reductions and strong indicators of deliberate misappropriation. It says at least seven whistleblowers raised the alarm, and that concerns arising from 2011 were continually dismissed by UNDP management and donor governments. In November 2020 the Netherlands froze part of its funding for UNDP projects. The Daily Star of Dhaka, summarising the Financial Times in December 2020, reported that a draft UNDP audit described financial misstatements across its Global Environment Facility projects and signs of fraudulent activities at two country offices, and that twelve donor countries sought a review of the Russia case. The Facility lists an independent review of the project, dated December 2020; English Wikipedia says the report published in January 2021 found irregularities and suggested UNDP consider returning its management fee.

Iraq followed. In January 2024 The Guardian reported alleged kickbacks and other corruption claims in the Funding Facility for Stabilization, a UNDP scheme launched in 2015 with support from 30 donors, according to Iraq Business News, which reprinted UNDP’s reply. “UNDP has zero tolerance for fraud and corruption,” the agency said, adding that this did not mean zero risk and that it was urgently looking into the allegations.

Its leadership changed in 2025. English Wikipedia says the former Belgian prime minister Alexander De Croo was appointed Administrator on 17 November 2025 for a four-year term. VRT, the Flemish public broadcaster, reported in October 2025 that the agency employs about 23,000 people worldwide, and quoted the KU Leuven law professor Jan Wouters as saying UN Secretary-General António Guterres had announced that UNDP would merge with UNOPS. Wouters tied the restructuring to the UN’s funding crisis.

For a design guide, UNDP shows how a development agency can present itself through a recurring report and an index as much as through a mark. Compare the United Nations, whose emblem it sits beneath, and the World Bank, which the United States once preferred as the home for such funding. For this guide we use a deep blue and a marigold with a sans, an unofficial interpretation; no product or logo is reproduced.
