Bretton Woods
Conceived in 1944, opened in 1946.
The World Bank was agreed at the Bretton Woods Conference in July 1944, a year before the end of the Second World War. Delegates from 44 countries met at the Mount Washington Hotel in New Hampshire to plan post-war economic co-operation. The bank’s own archives say the creation of the Bank was not the conference’s main focus: most effort went into the International Monetary Fund under the American official Harry Dexter White, while the bank’s commission did its work in the last few days. Its articles of agreement, the archives say, were primarily drafted by John Maynard Keynes.
It came into existence on 27 December 1945, when representatives of 21 countries became its first members and ratified the articles. At the first Board of Governors meeting, in Savannah, Georgia, in March 1946, Washington was chosen as its home; Keynes argued for New York and lost, the archives say. It opened on 25 June 1946, on the tenth floor of 1818 H Street, with the Fund on the ninth. That has been its headquarters address ever since. Its first president, Eugene Meyer, resigned in December 1946, and the election of John J. McCloy in February 1947 marked the start of real operations, by the archives’ account.
The name needs care. Formally, the institution of 1944 is the International Bank for Reconstruction and Development, or IBRD. English Wikipedia says that the IBRD and the International Development Association, created in 1960, are together known as the World Bank. The wider World Bank Group adds the International Finance Corporation of 1956, the International Centre for Settlement of Investment Disputes and the Multilateral Investment Guarantee Agency of 1988.
It has no private owner. Its members are governments, 189 at the IBRD; English Wikipedia lists the United States as having the most voting power after the reforms of 2010, followed by Japan and China.

From reconstruction to poverty, and the arguments along the way.
The first loan, signed on 9 May 1947, went to France for post-war rebuilding, at half the amount requested, the archives say. English Wikipedia adds that the United States Department of State told the French government that members linked to the Communist Party would have to be removed first, and that the government complied. Once the Marshall Plan took over European reconstruction, the bank turned to power, irrigation and transport projects elsewhere; its first loan outside Europe went to Chile in 1948, for hydroelectric power. In the 1950s it also mediated disputes, among them over the Indus river system.
The great change came under Robert McNamara, president from 1968 to 1981. He coined the term “absolute poverty” in a 1973 speech, the archives say, and lending rose twelve-fold in his years, reaching rural development, education, water and sanitation. The first environmental loan came in 1971, and the World Development Report began in 1978.
Structural adjustment brought the sharpest criticism. In the 1980s loans came with policy conditions such as fiscal discipline, tax reform and liberalisation. The bank’s archives say their effectiveness was debated internally and among its clients. English Wikipedia says UNICEF reported in the late 1980s that these programmes had reduced health, nutrition and education levels for tens of millions of children in Asia, Latin America and Africa. The Bretton Woods Project, a UK watchdog, wrote in June 2019 that many authors see lasting damage from them, and English Wikipedia records the argument of Joseph Stiglitz, a former World Bank chief economist, that such reforms can harm development when carried out badly or too quickly. In 1999, English Wikipedia says, the bank and the IMF replaced adjustment loans with the Poverty Reduction Strategy Paper approach.
Projects drew protest too. The Bretton Woods Project says opposition to the Sardar Sarovar dam in India led to the bank’s Inspection Panel, created by its board in 1993 as an independent complaints mechanism for people affected by its projects. English Wikipedia says an independent review, the Morse Commission, found the bank’s environment and resettlement policies were being violated, and that its part in the Narmada projects ended in 1993.
Governance is another long-running complaint. The Bretton Woods Project says voting shares leave poorer countries under-represented, and English Wikipedia records criticism of the tradition of an American president.
In September 2021 the bank discontinued its Doing Business report. Its statement cited data irregularities in the 2018 and 2020 editions. CNN reported that an investigation by the law firm WilmerHale found leaders had placed “undue pressure” on staff to change data, and that the then chief executive, Kristalina Georgieva, was directly involved in improving China’s ranking; she said she disagreed fundamentally with the findings about her role.

Emblems, flags and field presence.
United Nations bodies share a family look that began with a single conference pin. The UN’s own emblem, a world map seen from the North Pole, was first set between crossed laurel branches and then between two olive branches, UN News recorded in 2009, and the General Assembly adopted a revised version in December 1946. Other bodies in the system have their own marks; English Wikipedia says the World Health Organization’s features the Rod of Asclepius, and it lists a family of agency flags derived from the UN’s.
Blue does much of the work. The UN Flag Code, issued in 1947 and amended in 1952, puts the white emblem on a blue field at fixed proportions, and the Code bars the flag from commercial use. On the ground the same marks appear on working equipment: UN News described the emblem on peacekeepers’ helmets, on helicopters and trucks carrying aid, and on leaflets. In refugee camps, English Wikipedia says, sleeping accommodation is frequently tents, prefabricated huts or dwellings built from local materials.
Paper is the other public face of these bodies. Reports, resolutions and flagship publications carry the name year after year: UNDP’s Human Development Report dates from 1990. Language is part of the system too. The UN’s six official languages are Arabic, Chinese, English, French, Russian and Spanish, and some bodies change their initials with the language, as UNDP does with PNUD in French and Spanish.
Use of these names and marks is restricted. General Assembly resolution 92(I) of 1946 prohibits use of the UN’s emblem, seal, name and initials without the Secretary-General’s authorisation, in particular for commercial purposes, a UNOPS instruction of 2020 explains. This guide therefore sets out what can be checked about each body’s founding, name and visual history, and reproduces no emblem, flag or logo.

The World Bank
A globe, a flag and a guarded name.
Flags of the World, a volunteer reference, files the World Bank’s flag under the keyword “globe.” Contributors there described a white flag with the logo in light blue, close to the colour of the United Nations flag. A contributor from the bank wrote in 2003 that the flags were seen on official cars in countries where that is customary, and that a car’s flag showed that the chief of mission was on official business. Another contributor, who said he joined the bank in 1983, recalled the flag flying at headquarters and said each part of the group had its own flag, rarely shown except at the annual meetings. A variant for the World Bank Group appeared at a G20 summit in October 2021.
The bank’s website terms are more formal. They say the names World Bank Group, IBRD, IDA, IFC, MIGA and ICSID, with related logos, designs and slogans, are trademarks of the member institutions, and that none may be used without prior written consent, or in any way that implies association or affiliation.
Its stated aims have changed too. Twin goals set in 2013 were eliminating extreme poverty by 2030 and boosting shared prosperity, the Bretton Woods Project recorded in 2019. On 13 October 2023, at the annual meetings in Marrakech, president Ajay Banga announced a new vision and mission: “To create a world free of poverty – on a livable planet.” The bank’s website now puts that in the first person: “We exist to create a world free of poverty on a livable planet.” It also says it works in 130 countries.
Its name appears in two forms. The archives speak of the World Bank, while its website and statements sign as the World Bank Group, and only two of the group’s five institutions make up the World Bank proper.
For a design guide, World Bank shows how an institution’s identity can rest on a name, an address and a long run of published reports as much as on a mark. Compare the International Monetary Fund, its Bretton Woods twin and first neighbour at 1818 H Street, and UNDP, which also works on development. For this guide we use a ledger blue, a pale sky and a clay with a serif, an unofficial interpretation; no product or logo is reproduced.
